He passed the Bar in 1847 and soon became a land agent for notable names like Charles Worrell. After lying to Worrell that the government would not purchase his land in the recent act that was passed, he proceeded to purchase the land for $14,000 and sell it to the government for $24,100.

In 1859, William Pope was appointed Colonial Secretary. However, Pope was not a member of either party at the time. The government at the time was performing an experiment in which civil servants were to head the government departments. Pope was known on the island as an atheist, however he played a large part in both rallying the Protestants and attempting to establish smoother relations between the Conservatives and the Catholics.

William Pope was an enthusiastic supporter of Confederation. He attended both the Quebec and Charlottetown conferences as a honorary secretary. He left the cabinet in 1864 when PEI rejected Confederation but was still a very vocal member of the community, pushing the colony to become a Canadian province. He actively campaigned for it in letters and lectures. His avocation of the railroads construction is what eventually led PEI to joining Canada in July 1873.
