The ring master should give such a task that all the animals can perform and have chances to win for the selection. I think this picture indicates that you have to be fair with everyone and maybe the ring master was trying to know everyone's weakness and strength and was trying to see who all could win the task.

I think that for a certain task, to pick the best candidate they must have to do the same test. Suppose, in basketball, to pick your best shooter. You would ask the members to shoot from the same point with the same challenge to make sure. 

In the picture, maybe the bird would win because it could fly up and the fish would lose because it needs to be in the water to survive. Using this method you identify the strengths and weaknesses of animals and people.

However if he had given the instruction that you have to climb or go on the tree in ANY WAY, and if I was the elephant, I would have been smart, knocked down the tree and then climbed over it.
