By this time the reconstruction period was slowing down and southern whites had resorted to violence and fear to get what they wanted and keep there way of life. After the compromise of 1877 the last of the federal troops were pulled out of the south and once that happens things immediately became worse for all African Americans living there. Then they would be rented to companies as cheap labor, there were not laws on the condition of slaves so they were treated horribly and had the highest death rate in incarcerated jobs in the us. The way they "stopped" it was but implementing mandatory minimum sentences, longer jail time, harsher punishments and overall a lot worse punishments for smaller crimes. They also punished drugs like crack that were a lot more likely to be used by minorities a lot higher than things like coke that mainly rich white men used. While less companies are in it because of controversy and public scandal it is still writing and passing new laws and bills.
