Bismarck was a master at using propaganda and media to his advantage, and by doing so he was able to provoke France into declaring war. Prussia was able to gain the support of its fellow Southern German states, and they ultimately were led to victory against France. All under one rule, King Wilhelm declared, ¨We, Wilhelm, by the grace of God King of Prussia, do herewith declare that we have considered it a duty to our common fatherland to answer the summons of the united German princes and cities and to accept the German imperial title.¨ This moment in history was extremely significant because through 5 years of fighting and strategic ruling, Prussia had finally united under the German imperial title.
