Perhaps a GLL in one level does not enjoy the topic and is better suited to be trained and deliver in another PDP topic area (eg. organization, substances, etc).
Perhaps another GLL would want to take on a more focused role in CSE, becoming more trained and then training other staff or stepping in when needed. Counselors are great at this, but not always available and can be stretched across topics.
