Many kids went to prison because they were special and because they sometimes had no home. People didn't know what to do with those kids so they just threw them away locked up behind bars. This was all noticed by a girl named Dorothea Dix.
 Dorothea Dix was a women that agreed to teach a Sunday school class at a jail. When she arrived she realized that kids were just being thrown in there because of being mentally ill. People thought of them as waste of space. Dix was overwhelmed by the conditions they have gotten. So she then Issued a report to the state legislature about these conditions and soon they have enacted with her and lawmakers soon voted for more hospitals for the mentally ill. They also agreed on outlawing cruel punishments too the mentally ill.

Many kids wanted to get an education but couldn't. This all changed when Horace Mann saw this issue and wanted to desperately fix it. 
He saw that very little kids had an education, so he stepped up to the plate. He spoke to many citizens about this issue. Mann decided that Massachusetts would pay taxes in order to build better schools and to have higher salaries for teachers.
