The health financing progress matrices is very unique in that it is designed to monitor progress and to see shift in health financing policies and examine the direction where health financing is moving. It allows policy makers to make action-oriented recommendations. Although it is a qualitative assessment it is designed in a systematic manner to capture all the attributes of health financing. It is a unique assessment where questions are also designed to capture the political economy of the country and how it affects the design of health financing policies. Questions are designed to dive deep into different health financing functions and each question is mapped to goals of UHC so that policy makers get a granular feel on how their systems are preforming and also how to move forward with implementing changes to move along and progress. Finally, the matrices link health financing with public financial management systems which ultimately relate to health security. So, it gives a comprehensive understanding of how countries can direct their health financing policies to move forward to UHC and health security.

Health Financing Performance Measurement (HFPM) is a systematic approach designed to assess and improve health financing systems within a country by evaluating effectiveness, efficiency, and equity in healthcare delivery. What distinguishes HFPM from traditional assessments is its comprehensive framework that integrates various dimensions of health financing, its focus on the performance of the financing system rather than just outcomes, and its use of contextual data to ensure relevance to specific country needs. HFPM utilizes policy-relevant indicators that provide actionable insights for informed decision-making, identify inefficiencies and gaps in resource allocation, enhance equity in access to services, and track progress over time, ultimately strengthening accountability among healthcare providers. By equipping health leaders with detailed and actionable information, HFPM empowers them to implement effective strategies that improve health outcomes for the population.
