         <title>Issue #1: Large States vs. Small States.</title>

         <description><![CDATA[<div>The delegates had a hard time deciding how many representatives would represent each state. The larger states felt that representation should be based on the states population. The smaller states felt that all states, no matter how small the population, should get equal representation. One plan. the Virginia Plan, proposed by James Madison, said that representation should be based on states population. Another plan, the New Jersey Plan, proposed by William Patterson, stated that all states should have equal representatives, including small states. It was a very difficult problem to solve.</div>]]></description>

         <title>Issue #2: Slaves</title>

         <description><![CDATA[<div>Another problem was how slaves should be counted. Since the population of states were very important, the South wanted slaves to be counted in their representatives, but not counted for taxes. The North hated this idea. They argued that slaves were counted property, and therefore they should be counted as taxes, and not for representation. In the end, the 3/5 Compromise was decided. FOr every 5 slaves. 3 would be counted as representatives and taxes. It worked for both of them.</div>]]></description>
