Rene Levesque's Political Issue: Quebec's Sovereignty

Rene Levesque fought for Quebec's independence from Canada. He believed Quebec would be stronger as an independent nation rather than united (Foot and Latouche). Unlike those like the Front de libération du Québec [FLQ], who used violence to try to meet this goal, Levesque took a strong stance on democracy. He wanted the people to choose sovereignty for themselves (“When René Lévesque and the PQ Swept into Power in 1976”).

Born in poverty-stricken New Carlisle, right around the Gaspe Peninsula, Rene Levesque learned one thing very quickly. The English Canadians were elite and the French Canadians were not. This idea of the French being beneath the English would grow to later influence his political career (Foot and Latouche).

In World War 2, Levesque would be conscripted to see the horrors of Dachau concentration camps alongside an American army. During his time with the Americans, Levesque would grow a strong dislike towards the Americans' adherence to nationalism. Levesque would stay committed to democracy throughout his political career (Foot and Latouche).

Starting in radio broadcasting, Rene Levesque became famous for his witty humor and ability to explain world events to a domestic audience. Levesque broadcasted out of Montreal, through the La Voix du Canada, to other French-speaking countries. However, he left due to Radio Canada's strike for unionization, upset about Diefenbaker's indifference (Foot and Latouche).

During Quebec's "Quiet Revolution" Levesque joined John Lesage's liberals and helped them win against the Union Nationale in 1960's provincial election. He helped modernize Quebec by getting the power out of the Roman Catholic Clergy and helped Quebec control of its natural resources, economically. However, even then, Levesque had strong views about Quebec's independence from Canada (Foot and Latouche).

“A sovereign Quebec within a Canadian economic union” was the resolution Rene Levesque proposed for Quebec (Foot and Latouche).

In 1967, Levesque established the Mouvement souveraineté-association, which later became the Parti Quebecois (PQ). Their main platform was for Quebec's sovereignity and said platform got them 23% of provincial votes in 1970. They became the official opposition in 1973 (Foot and Latouche).

With Levesque in power the PQ downplayed its plans for sovereignty and promised good government. They promised Quebec that they would hold a public vote (referendum) about whether or not Quebec became independant. During their time in power the PQ passed lawin 1977, Bill 101, which restricted English use and made French-schooling necessary in Quebec (Foot and Latouche).

The referendum was schduled for May 20, 1980. The PQ was defeated, having recieved only 40% of the votes (Foot and Latouche). The confederation was not broken up.

Rene Levesque impacted many people through his words and actions. His journalism career opened French Quebecers to other possibilities in the world. His political career allowed an entire province of people to realize that they had power over their government. They realized that the Roman Catholic Clergy did not control them and that they could take power for themselves (Foot and Latouche).

In addition, Levesque's actions with establishing the first truly separatist party paved the road for future opportunities (“When René Lévesque and the PQ Swept into Power in 1976”). As well, Levesque's strong stance on democracy allows others to take the peaceful path in order to meet their goal. He gave Quebecers hope and he scared Canada into giving Quebec more power within its government (“When René Lévesque and the PQ Swept into Power in 1976”).

In the end, however, Canada remains a confederation with Quebec in its ranks. And more importantly, it remains a country where anyone is free to speak their mind.

Rene Levesque's actions are important because they affect many people and there are huge differences between his supporters and opponents. By establishing the PQ Levesque sent a message out to over 6 million people within the province of Quebec. He gave them options within their government [referendum], which was a power they previously didn't have. Not only that, but he affected all of Canada by making them realize that Quebec had a say in Canada's government. They realized they needed Quebec. Secondly, there were large distinctions between Levesque's supporters and opponents. His supporters wanted Quebec to separate from Canada. They wanted a sovereign government. Levesque's opponents, on the other hand, wanted a united Canada with Quebec in it. They didn't want to break up confederation.
