In ice, each water molecule is surrounded tetrahedrally by four other water molecules linked through hydrogen bonding. The water molecules arrange themselves in such a way as to maximise the amount of hydrogen bonding between them. This leaves a relatively large amount of space between them and gives rise to an "open" structure.
