Diem ensured this victory through some shifts of physical allure towards the two and through strong evidence of bribery/falsification. Contrasting the "youth" of Diem and the "bloated" Bao. He developed anti-Bao Dai propaganda, which encouraged people to vote for him.
The numbers of voting were largely different than the amount of registered voters - showcased falsification. 

With this win he gained immense power and created a constitution that gave him the powers to control the government, its decrees/laws and the officials, as he believed to be correct without restrictions.
