l'emploi du present perfect (have + verbe au participe passé) souligne bien l'idée de BILAN. LBJ est en train de dresser l'inventaire de la politique US au sud Vietnam depuis 1961. "Voici tout ce que nous avons fait jusqu'à présent pour aider le pays" . Le but de ce bilan étant évidemment de justifier l'intervention accrue (l'envoi de plus de troupes) sur le terrain. Il regarde vers le passé pour faire le bilan jusqu'au présent pour justifier l'escalade à venir (futur)

2. L'expression du but et de l'intention : petit rappel (car souvent des erreurs).
we are in Vietnam TO strengthen the world order = TO + V

Le TO indique ici une VISEE (on vise une action qui n'est pas encore réalisée, vers laquelle on tend. C'est le principe d'un but, d'un objectif. On vise un but, on va vers celui-ci. Le but à atteindre ici = renforcer l'ordre mondial i.e. consolider la paix.

On retrouve ce TO justement dans l'intention:
"I intend TO keep that promise" (j'ai l'intention de tenir cette promesse" l. 8
