in the tv shows he always has similar characteristics   and comes across as a formal person, how ever his dress code says different. In "rolf on saturday ok" you can see that rolf wears casual clothing which indicates that the tv show which he is presenting isn't a formal tv show. 
in the tv show "Animal Hospital" rolf harris wears similar clothing to which a veterinarian would wear when i came to  their work.

in the show you can see that rolfs dress code isn't formal and is bit wacky to match the personality of the tv show. 
in the tv show you can see rolf likes to get the kids involved more with the show and makes them the main actors/actresses.
