The author has presented a comprehensive problem statement and clearly specified the issue that she intends to investigate in her paper. The strong point I find in this paper is that the author plans to compare the effectiveness of English learning in both public and private institutions which will give the reader not only a better understanding of the English learning process in Russian education context, but also the better comprehension of potential impact of educational changes taking place within the system. The author chooses qualitative research method (interview) for data collection which is quite suitable for this study given the limitation we all have as a coursework student.

The selection of literature for this paper is excellent, encompassing both the general education context as well as the Russian context. This outline is free from any spelling, grammar and punctuation errors, making it very comfortable to read. Well done.
