Bolman and Deal are educational leadership and organizational behavior professors. Through their observations, they found that leaders tended to use one or two frames or lenses to approach challenges which hindered their ability to look at the whole picture.

Bolman and Deal proposed that educational leaders need to examine challenges through a combination of four different frames or lenses in order to have a variety of perspectives to resolve dilemmas in an ever-changing landscape. These four frames offer a holistic view on organizations as well as a vehicle to navigate change.

Important Factors

The four frames are:
1. Structural: Rules and framework. Goals and roles of the people in the organization are clear and strategies are highly structured.
2. Human Resource: the organization as a whole exists to meet the needs of its members and should be customized by the members.
3. Political: Focuses on conflict arising for scarce resources among different facets in the organization.
4. Symbolic: assumes there are shared values and customs within an organization that leaders rely on for problem-solving tactics.
Not any one frame is more important than another. They need to work cohesively so leaders may frame and reframe challenges so they may be viewed from multiple perspectives and achieve a desirable outcome.

Criticism for the Four Frames

-Bolman and Deal are really just going off of social science and not much theory.
-It is hard to track the analysis of this theory due to the multiple frames being used.
-It may be assumed that with the four frames organizational pieces can be broken into neat little sections; however this is not the case. It is really a combination of all four and they may overlap in various fields.
