The ISIS terrorist group overall is not a good group of people. This group takes over governments and cities through violent and brutal methods that leave hundreds to thousands dead. There is one case where a city was more stable than its previous governor but it eventually fell through because ISIS had to deal with constant attacks. These cases come up very minimally and are very specific and rare cases.
