The Fugitive Slave Acts were a pair of laws used to justify the capture and returns of runaway slaves (within the United States.) Congress created The Fugitive Slave Acts to allow local governments to capture and return slaves as well as apply penalties to those who helped them. Southern politicians called for this act because the northern states had freed themselves of slavery. They were afraid that the slaves would go there as a safe haven.

This shows the U.S manifesting it's destiny because it was a major milestone in our history. Slavery is part of our past, and a lot of things happened because of it. We grew as a country because of it. Manifesting destiny isn't just physically growing, but also making this a better place to live.

The Fugitive Slave Act of 1793

The first Fugitive Slave Act was created in 1793 because Southern lawmakers weren't happy with the clause in the Constitution. Congress collapsed under their pressure and passed the Act. Southerners argued that the debate was driving a wedge in between the states, and that wasn't something that Congress wanted to happen. This Act wasn't much different from the clause. It did go into more detail about how the law was to be executed. The most important part was that it allowed slave owners and their "agents" to search for runaways in freed states. If the slaves were found, they had to be brought in front of a judge to prove that they really belonged to them. A $500 penalty was placed on anyone who helped a slave runaway. The Northerners were not happy about having bounty hunters stalking around their states. This led to some purposefully neglecting the law and allowing the accused slaves a trial by jury.
