My second important law would be destroying any type of harvest on purpose would result in execution. This would be so there would be enough food for everyone. My third law would be that not paying for taxes would mean you would have to be a slave for three days. Not really a slave but have to work of the payment. Unless there income is bad they would have five days to pay taxes.

Everyone hates paper work so that probably would make people stop doing bad things because if they did a Bad thing, they would have to do paperwork. 

Slavery is a very bad thing. It would be illegal, and once I made it illegal in my city state, I would try to make it illegal in other city states. 

Taxes are important because if you didn't pay taxes, you wouldn't have new roads, an army, medics, teachers, or many other important things.
