         <description><![CDATA[<div>Large states vs. small states. The Virginia Plan wanted the number of representatives based on the population. The New Jersey Plan wanted an equal number of representatives for each state. The Great Compromise included two House in Congress, the senate, and the House of Representatives. </div>]]></description>

         <description><![CDATA[<div>How would slaves be counted in population? The southern states wanted to count slaves as part of the population for representatives but not for taxes. The northern states wanted slaves to be allowed to be counted but not for representatives. The 3/5 Compromise allowed slaves as 3/5 of a person. </div>]]></description>
