The 14th amendment wouldnt have had as much of an impact without the 13th because it would not have affected slaves. If they commit a crime, then they will ultimately become slaves, deterring the attractiveness of criminal activity. The 14th amendment is not as good because it allows for illegal immigrants having children on US territory and having them becoming citizens.
