It does that by having a gallon of water in the bottom of the backpack,  pockets for surveying equipment then space for climbing equipment and space for a full sized sleeping bag and hammock. The  purpose of  the FPBP was to take care of the needs of the fire enigneer in action while making in comfortable, small and weightless.
