You'd also know when to use the utility if all files that want to be kept are on a separate hard drive.
Although, drive formatting can damage and shorten the life of the hard drive if you are trying to overwrite files.
You would know to format a hard drive if it was corrupt with many viruses as it wipes all data left on the hard drive.
