He acted out of goodwill,  and he tried to stop the pollution by confronting those responsible with lawsuits, even when no one else supported him. He also pays for his own equipment (since saving the river is not a job he is paid to do) and he had to help pay for some of the lawsuits as well, putting him potentially at financial risk. All in all I think Proffitt is the most deserving of the nominees.

Crime is something that  can take a toll on future generations as it poses a threat to the youth. Betty's actions by creating a rally located at a parking lot notorious for drug dealers created quite a message not only directed at the dealers, but at the Police force as well. Betty stated at the rally for the police that they be more vigilant and create a hotline made for reporting suspicious activity that would look like narcotics being distributed. The statement also may have gave the Police force a drive to go out there and serve the law to those who opposed it.

Furthermore, he traces the source of the pollution back to an individual which he then prosecutes in court. He deals with the financial burden himself which is certainly a risk due to how much it costs to take someone to court, or even defend yourself in court. Sometimes this is paid for by court order of the opposed, nevertheless he paid for all other expenses.
