As you can imagine, this practice is not received well in the U.S. Actually, there was a European couple visiting the US who were arrested for leaving their child outside a restaurant while they ate. 
 
What is deemed perfectly normal in Europe is considered deviant behavior in the U.S. Of course, the safety that a child may have in their small European towns does not exist in the U.S and parents may be unaware of this when they visit. An American mother would (or should) never allow her child to be out of arms reach. It is just unheard of here.
