         <description><![CDATA[<div>The establishment of FACTOR, Musicaction and the Canada Council for the Arts<br>= Explicit cultural policy<br>as the such bodies directly relate to arts and culture<br><br><em>From creators to audience</em> policy<br>= Explicit cultural policy<br>as it policy created specifically with the intention of assisting/developing arts and culture<br><br>Key explicit cultural policy components include:<br>- <em>New Musical Works </em>and <em>Production Grants </em>(direct arts funding)<br>- <em>Music Entrepreneur </em>program (provides funding and development opportunities)<br>- Content regulations of Canadian Radio-television and Telecommunications Commission (CRTC)&nbsp; <br>- Funding provided through the <em>Canada Arts Training Fund<br></em><br>Implicit cultural policy:<br>- <em>Collective Initiatives </em>(does not fund production directly, but provides support by assisting showcases, awards ceremonies and market development initiatives that consequently encourage growth within the arts sector) <br>- Requirement of licensed commercial radio stations to contribute financially to the development of Canadian content through CRTC (this implicit policy connects directly with the explicit policies relating to funding provided to artists through CRTC, and the CRTC's content regulations)<br>- Foreign investment rules dictated by the Broadcast Act (protects local arts and local ownership of broadcast companies)<br>- The <em>Canada Small Business Financing Program</em> (not established to support businesses operating within the arts industry directly/specifically, but can be utilised as a resource that can be accessed by small arts-focussed businesses)<br>- Tax measures (certain deductions are accessible to all small businesses/self-employed people as business expenses, but can be utilised by arts industry workers - i.e.: repairs to work plant and equipment, legal fees, etc.)<br><br><br><br>[Shahn Colliver]<br><br></div>]]></description>
