In English try these questions - What do you see? Why/what has led up to this photo? What will be the consequence/future? What action can you take indivudally, locally, nationally and internationally? 
Then in a L2/L3 see how you can revise language children already know and develop new language. Label the photo with nouns (focus on genders) and adjectives. Build phrases & sentences with nouns & adjectives (adjectival placement & agreement!). Look at verbs & different tenses - past, present & future. Teachers could also turn it into reading & listening activities by preparing phrases for learners to match/sequence etc.
