Tondo is derived from the word Tundun, that was founded in Laguna Copperplate Inscription 900AD. It was ruled out by a person who had a Sanskrit title “Senapati” or admiral. During the Colonial Period, Tondo was conquered in January of 1571 in which they called Province of Tondo, together with Pampanga, Bulacan, and Rizal. According to Miguel de Loarca, the people of Tondo speak the same language from the people of Pampanga, the Kapampangan, in year 1583. In 1800, from Province of Tondo it was renamed as Province of Manila. In 1896, Tondo is also one of the provinces that declare rebellion against the Spaniards. In 1911, the Province of Tondo was dissolved, and as of this day it is hailed as a district in the City of Manila.

Laguna Copperplate Inscription

Based on GMA Public Affairs Documentary Show Reporter’s Notebook, one of the issues they feature was the food called Pagpag, basically it is leftover foods by various restaurants/fast foods recooked by people who have no means of obtaining clean and healthy foods. Let’s dig deeper to this so called pagpag, these foods do not just come from food establishments, it can be waste foods of supermarkets or households. The people of Tondo also use this as source of living, they sell this in the neighborhood for about PHP 30.00 and below. But for some who have no money, due to poverty, lack of jobs and opportunities, eating Pagpag directly from the waste is an option especially in the edge of hunger, may it be adults or kids. According to Dra. Rebecca Abiog Castro, a nutritionist, people might get Hepatitis A, typhoid, diarrhea, and cholera. But for some people of Tondo, they said that they do not get illnesses for having such food.

Reporter's Notebook Documentary

To be honest, I cannot find an exact an exact food technology that would recook foods and transformed it into something healthy, and I do believe that providing the people of Tondo decent jobs is the best way we can help them in obtaining healthy and nutritious food since now they have the means to do so. However, I think the closest thing that we can do at least minimize the risk of acquiring diseases from eating Pagpag is through Food Sterilization. Because I think these people who consumed waste foods kind of help in maximizing food consumption since there are people who do not fully finish their foods and sometimes just end in the waste, which is one way to add more waste in dumpsites.

Food Sterilization can be in the form of thermal and non-thermal processing, either way it will help in mitigating the risk of bacteria present in those waste foods. The only downside of this is how costly it is and food establishments might not agree on sterilizing waste food. However, if they really want to help and combat hunger this is one of the ways they can help them.

Sample sterilized food on pack.

Tondo being one of the most densely populated areas is a subject to homelessness, if not, houses made out of light materials. When all of these come together, they formed slums, wherein the environment is not healthy, and disease may come as people come in close contact at most times. Last November 2019, the Department of Health urge LGUs to prioritize sanitization in certain areas – one of them is Tondo.

UNSDG Goal #06 Video

Sanitation and access to clean water is one of the many problems in Tondo. I came across this certain article that deals with the said problems, Suzette, one of the million residents of Tondo experience losing a loved one due to contact with fecal material. According to National Sewerage and Septage Management Program, around 55 individuals die every day due to sewage not collected and treated properly and according to Katrina Ebora of UNICEF Philippines, over 30 million Filipinos do not have access to improved sanitation facilities – and for a place as populated as Tondo, this might be a challenge for them.

Slum in Tondo

One of the things that I believe can help them would be the installment of a Ventilated Improved Pit Latrine. It might not be that much to help all the people of Tondo, but I do believe somehow it might help in minimize the risk of direct contact to feces and its harmful effects to health. The LGUs can install this in certain areas where sanitation needs it most. The disadvantages of having this is that it is costly and its complex design might be too much for the city.

A VIP Latrine
