Think about people leaving ketchup spread on the tables in the cafeteria. (It's one of the worst messes to clean up.) Should TA (1) appeal to student's better nature and ask them to clean up after themselves, (2) provide ketchup in a container that makes it impossible to spread on the table, or (3) add a cost for those who want to use ketchup i.e. people would have to pay extra for ketchup. Maybe something like what they make for shoes. A spray-on clear coating that repels anything with water. Or we can simply make the cafeteria larger. Fear, is a powerful and useful emotion. Using that fear to your advantage is usually great for getting results. Another method of changing someone's behavior is brainwashing. You can change how someone views something. Use that propaganda.  You can use these for the ketchup in the cafeteria. Severe detention for everyone they catch with a ketchup container. Have posters and different psa's with sayings like "keep your ketchup in the bottle" and "ketchup on the table makes our cafeteria unstable" if there is a huge campaign for ketchup.
