Planning has significantly impacted city resilience and plays a more fundamental role in defining all aspects of the built environment. Resilience is quickly becoming an important urban policy debate (Evans, 2011). Despite a plethora of research on resilience, there is no single, universally accepted definition. Similarly to sustainability, resilience is a normative concept that is difficult to quantify (Desouza and Flanery, 2013). After significant review Meerow et al. (2015) provides a more generally accepted definition: urban resilience is the capacity of an urban system including all of its ‘constituent socio-ecological and socio-technical’ networks to maintain or quickly resume desired functions in the face of a disturbance, to adapt, change, and to swiftly transform systems that restrict current or future ‘adaptive capacity’.

The criteria for assessing urban resilience is divided into several major themes that cover environmental, economic, social, and institutional aspects of sustainability (Sharifi and Yamagata, 2014). This essay will focus on the main arguments connected to environment , planning and health and conclude with suggestions on how planning affect city resilience building in practice.

The world constantly is facing challenges which require adaptation and development. This causes a sense of discomfort in planners because of the constant change and ongoing critiques of the importance of their professional contributions to society. The concept of "resilience" is quickly gaining popularity among the suggested treatments for handling such a state of flux. Resilience appears to be replacing sustainability in common discourses, the same as the environment has been absorbed into climate change (Davoudi, 2012). Resilience could be used for surviving and adapting to the current crises as a result of its sufficient fluidity between academic policy and practice discourse, which has allowed it to enter discussions of planning theory and practice and be used by policy communities and decision-makers, among other things (Shaw, 2012). Is resilience just a buzzword with its elasticity allowing for the approval of unjustified actions under this idea? Or is it a promising concept for planning theory and practice to address difficulties both now and in the future? The aims of this essay are 1) to give insight into the resilience concept, and 2) to explain the effect of resilience on planning theory and practice. First, different definitions of resilience will be discussed. Second, the deployment of resilience in planning theory and practice will be investigated. Third, two real-life examples of the resilience assessment workbook method will be presented. Finally, raise some points about a resilience approach for planning.

In recent years, urban planning has become increasingly important in defining every part of the built environment, and it has had a tremendous influence on city resilience. The concept of resilience is quickly gaining popularity amongst the suggested solutions for handling unpredictable challenges that may arise (Davoudi, 2012). There is a plethora of literature on the topic of resilience, but no agreed-upon definition. Resilience, like sustainability, is an idealistic but inadequate notion (Desouza and Flanery, 2013). After significant review Meerow et al. (2015) provide a more generally accepted definition of urban resilience: The ability of a city and its ‘constituent socio-ecological and socio-technical’ networks to continue or quickly resume desired functions in the face of a disturbance, to adapt, change, and rapidly transform systems that limit current or future ‘adaptive capacity’. The concept of resilience needs a clear definition so that it can be agreed upon between different stakeholders from research, policy, government, and practitioners for its successful implementation. The aims of this essay are therefore to give insight into the resilience concept and to explain the effect of urban resilience on planning theory and practice. Firstly, the various meanings of resilience will be addressed. Secondly, applying concepts of resilience to the process of urban planning will be investigated with two real-life examples. Finally, concluding remarks will be given about the resilience approach to planning.
