The IMFS comprises the arrangements governing transactions in goods, services and financial instruments among countries. Today, it consists of a set of domestically oriented policies in a world of largely free capital flows. Domestic monetary regimes focus mainly on price stability, while currencies are allowed to float to varying degrees: free floating among the principal international currencies coexists with greater or lesser management of other currencies. Financial regimes generally allow funds to move freely across currencies and borders, although some countries still impose restrictions. The main restraint on financial transactions takes the form of prudential regulation and supervision, in part based on internationally agreed standards.
http://www.bis.org/publ/arpdf/ar2015e5.htm
85th annual report 2014/15

The international monetary system consists of (i) exchange rate arrangements; (ii) capital flows; and (iii) a collection of institutions, rules, and conventions that govern its operation. Domestic monetary policy frameworks dovetail, and are essential to, the global system. A well-functioning system promotes economic growth and prosperity through the efficient allocation of resources, increased specialization in production based on comparative advantage, and the diversification of risk. It also encourages macroeconomic and financial stability by adjusting real exchange rates to shifts in trade and capital flows.
http://www.bankofcanada.ca/2009/11/evolution-international-monetary-system/
" The Evolution of the International Monetary System" Speech of Mark Carney

At the very least, it should not by itself be a source of disturbances in the world economy, and it should be designed so that policy errors or unforeseen shocks are not unduly transmitted between countries. In this perspective, worldwide integration of goods and financial markets present a particular challenge. Such integration increases the cross-border effects of economic policies at the same time as interlocking payments and financial systems transmit financial disturbances rapidly throughout the world.

http://www.springer.com/la/book/9783642796838
