         <description><![CDATA[<div>Congress only has powers that are delegated by the Constitution. Large areas of power are denied to Congress in many references to the Constitution. <br>* Congress cannot create a national public school system<br>* cannot require people to vote or attend church <br>* cannot set a minimum age for marriage or licenses for driving <br>* cannot abolish jury trials <br>* cannot confiscate all hand guns <br>Congress is not allowed to do those things along with many <br>others due to the constitution. </div>]]></description>

         <title>Implied Powers</title>

         <description><![CDATA[<div>Certain powers are given to Congress even though they are not specifically stated in the Constitution. The source of these powers is Article I, Section 8, Clause 18. This clause says that Congress has the power to do whatever is "necessary and proper" to carry out its expressed powers. The powers that Congress has because of Clause 18 are called implied powers. This means they are not stated directly in the Constitution but can be understood to be granted.</div>]]></description>

         <description><![CDATA[<div><strong>DELEGATED (sometimes called enumerated or expressed) powers</strong> are specifically granted to the federal government in Article I, Section 8 of the Constitution. This includes the power to coin money, to regulate commerce, to declare war, to raise and maintain armed forces, and to establish a Post Office. In all, the Constitution delegates 27 powers specifically to the federal government.</div>]]></description>
