         <description><![CDATA[<div>They were really good at emergency planning and they will always plan for worst case scenario, and in the initial response, they were trying to plan for the worst case scenario. In that plan they were able to identify gaps, allocate resources, etc.&nbsp;<br>Public health is very good at what they do, and emergency management brought a larger perspective to that.&nbsp;<br>Large mobilization of resources. They were able to get PPE and mobilize people.&nbsp;<br>They were able to set up a childcare for first responders and healthcare workers.<br>They have an initial recovery plan, which broke everything up into 6 recovery functions.  They also had a accountability plan that went over a timeline with the large decisions made throughout the pandemic. </div>]]></description>

         <description><![CDATA[<div>The lack of coordination of the governors office to state emergency management to state public health to local public health, etc.<br>They would find out what the state was going to do as the governor was speaking and then implement things in a matter of hours.<br>State and local public health were not always on the same page.&nbsp;<br>The state emergency management and the state health were not on the same page with the governors office and it did not get alleviated until *CHECK RECORDING* </div>]]></description>

         <description><![CDATA[<div>The federal government. They only had a single strategy for vaccinations and they did not have an early strategy for those who were getting sick.&nbsp;<br>The pandemic was so polarized.&nbsp;<br>Social media. It made the public confused and frustrated.&nbsp;<br>Everything coming out of the federal government, CDC guidance made things so confusing and it was hard to keep up because he was supposed to be providing clarity to the public. </div>]]></description>

         <description><![CDATA[<div>Early treatment. There needed to be more guidance for that.&nbsp;<br>When people were off, it would have been better if they had informed people of ways to boost their immune system.&nbsp;<br>The PPE issue as the stockpile was not as full as they needed. They worked with businesses in order to get more PPE.<br>Early on, they thought that this would not reflect past pandemics, but it has mimicked the Spanish flu. </div>]]></description>

         <description><![CDATA[<div>They have a monthly operational review where every department goes over data that is contributing to their strategic plan. The city paused that and once the interim recovery plan was implemented, that meeting had different data points that they tracked. (Laid out in reports that will be provided to Jewel)<br>Their emergency management group worked very well and their relationships were strained by stress, but held in tact. The way that the county, state, and local plans all worked together to accomplish a task worked well and can be scaled to accomplish any issue.&nbsp;<br>The county did a great job. </div>]]></description>

         <description><![CDATA[<div>Emergency management had to step up within the community and the state and it did. <br><strong>Each jurisdiction should see emergency management as an essential public service and fund it with local tax dollars like every other public safety service and not just rely upon the grants.&nbsp;</strong></div>]]></description>

         <description><![CDATA[<div>They had just gone through a large, full scale, 3-D exercise and they had prepared all ESF chairs to be ready for, at that point, an active shooter attack. Everyone was on high alert and everyone did very well in the initial response.&nbsp;<br>They have a fairly new EOC that they built so they were able to house everyone in there.<br>Everyone stepped up. Even though it was not planned for, everyone's capability was able to shine and they were able to overcome the issues. </div>]]></description>

         <description><![CDATA[<div>Internally, Logistics was the most challenging.&nbsp;<br>Overall, information was the most challenging. There was no information to go off of for anyone. It threw everyone for a loop because they have always practiced pandemic response and using Points of Distribution.&nbsp;<br>The poorly informed decisions by the health district trickled down and effected people at the local level. </div>]]></description>

         <description><![CDATA[<div>At the beginning they did not rely on anyone.&nbsp;<br>They had activated their EOC and many people had put in requests to the MACC but they kept it local. They try to keep it local until absolutely necessary.&nbsp;<br>They had an agreement with a private company, Sun City Anthem, which helped with vaccine distribution.&nbsp;</div>]]></description>

         <description><![CDATA[<div>They did have a challenge employing addition people in their time of need. Their Parks and Rec department helped make some of the things they needed a reality such as testing sites and vaccination points of distribution.&nbsp;<br>Logistics and supply chain. They did not have the things they needed.<br>Tracking was a shortfall and they did not do a good job with that.&nbsp;<br>They were told by the state emergency management office that they had to be the buffer between long term care facilities and state health even though they were always the ones that handled supplying them.</div>]]></description>

         <description><![CDATA[<div>The health district needs to do a better job at stepping up when it was their hazard to begin with. If that means additional training then they should do that.<br>Everyone could do a better job at communicating internally and laterally.&nbsp;<br>Emergency management as a whole should get more credit for the good work that the profession does because it is often overlooked. There needs to be more of a campaign to include emergency management as part of the bigger picture.&nbsp;</div>]]></description>

         <description><![CDATA[<div>Public and private partnership with Sun City Anthem was huge. They had 30 different volunteers at that time at Sun City Anthem and benefitted the community as a whole and was a huge win.&nbsp;<br>The recovery plan that they put together.<br>Overall, the collaboration that they had internally within the city was amazing. </div>]]></description>
