The person who found Hae's body when going to take a pee. He is a streaker and has been in trouble with the law before. My theory is that when Hae was on the way to pick up her cousin from school, the drunken Mr. S saw her and somehow got Hae to let him into her car where he killed her and then went dumped the body and then went back to work. The motive was that he was drunk and saw a pretty girl and couldn't help himself. I think that he could be someone that Jay is scared of that made him help plan and bury Hae.
