It's located on the crossroads of Asia and Europe, and on the straight between the Mediterranean sea and Black sea. It's surrounded on 3 sides by water which makes it easy to defend. With large walls surrounding the city to make it impossible to naval invade. Where the emperor is a living representation of Jesus. And the head of state at the same time. He also appointed  the patriarch. Orthodox means "in agreement with the right belief." The church hierarchy consisted of the emperor then the patriarch then the bishops, and the priests.
