I wonder if the ELPAC has been given to native English speakers so that we have a true midpoint of where the average student in a specific grade level performs in a test like this

I feel shocked on how challenging the speaking tasks are for English learners. I can only imagine the reading and writing tasks. I am also in shock of the prompts that are allowed to be given to help.
