Because of prohibition, men were trying to find their ways around the 18th amendment, but this led to criminal behavior. So much so that two rival gangs rose to influence, and they were able to stay in power because they paid off officials. I can only imagine that average civilians got caught in the crossfire of these two gangs, and lived their lives in fear. Secondly, the many departments of government were not working together. In order for a government to be efficient, each department needs to fulfill their individual role to better serve the country and to accomplish a common goal of the greater government. Obviously those involved with the crime were having the time of their lives because they were getting away with everything. It was the average citizen that was negatively effected along with those with the desire to do good. Politicians who became politicians to better the world had no traction and couldn't get anything done due to mob influence. While the average citizen had to deal with constant crime going on and worrying about making it home from work safely. While nearly everyone in the cities were in someway involved with the mob, there is a difference between participating to survive and participating for gain.
