It required that schools receiving  funds under Title I be comparable in services to schools that did not receive Title I funds.          <description><![CDATA[<div>The Effective Schools Framework (ESF) is a clear vision in how districts and schools align resources and supports to provide a quality education to all students. The ESF is significant because it is a continuous process of improving best practices that focus on the campus's high leverage needs. The five levers are:  <br>1) Strong Leadership and Planning - Effective campus leadership with clear roles and responsibilities that meet weekly to plan and monitor focused improvement plans.    <br>2) Effective - Well Supported Teachers-Retaining and supporting teachers and building teacher capacity so all students have access to high quality teachers.  <br>3) Positive School Culture - Requires alignment of the vision, mission, goals, and values of the campus community. Allows all systems to work in sync to provide a positive school environment. <br>4) High-Quality Curriculum - Learners have access to curriculum and assessments aligned to the TEKS that provides learning at appropriate levels of rigor. <br>5) Effective Instruction - Students are allowed high quality instruction because the school ensures students are receiving classroom lessons and assessments that produce data so teachers are able to reflect, adjust, and deliver instruction that meets the needs of each learner.  <br>(Effective Schools Framework, 2019)</div>]]></description>
