1 usually the end justify the means for example, if you want to make something new you have to get rid of something older. Whether it's legal or not, as long as you make something better than the old thing, your reasons are justified.
2. A leader needs to be feared and loved. Some people don't care about punishment and will do anything to get what they want. So the leader needs to have reasonable expectations/laws, but need to be able to inforce their laws.

Do ends justify the means?
I think that it's a really grey area when it comes to that question and it really just matters on the problem. Sometimes it's entirely justified to do while other times it would do more harm than good. It really tests the persons moral values to choose between some decisions.

Would you rather Feared or Loved?
I think it would be better to be loved for example say you ask a subject to do something for you like "get me some thing to drink" would they be more likely to poison that drink if you were oppressive or kind?
Also why would they even rebel against a loved king

Loved because respect means so much although it is good to have some fear yourself. You should always do the right thing to accomplish your goal doing bad doesn't make you a better person.

1. FEARED or LOVED?
I think it's better to be loved because perhaps one works harder when they're under pressure,
but there are people out there who would fight
for someone they cared about, and when the time comes when a ruler needs help, they are more likely to be betrayed when they make their subjects fear them.
2. Does the end justify the means?
That depends on what the end result is compared to the means. For example, Robin Hood did steal, but he took from those who didn't even need their money and gave it to those who needed it more. On the other hand, if somebody murdered 200 people to get a cookie for their little sister who may not have needed it that bad seems a little bit overboard.
