In chapter 6, you can see similarities between Jone's rule and Napoleon's rule the only real differences is the illusion of choice that he gives them. Instead of "making them work" he allows them a choice of working but the consequence of saying no is a reduction of food. This illusion makes Napoleon's rule more ideal to the animals. It makes the animals believe all their hard work is beneficial for future of the farm.
