The Hawaii police officer thought he was guilty because he was throwing food and making a mess. But , Mr. Lewis didn't know he was littering he was just feeding the animals/Birds. I think he's guilty of littering but, he didn't know so I won't let them pay to g birds. I think he's guilty of littering but, he didn't know so I won't make him pay.
