I believe the requirements to become a U.S. citizen... I'm not sure. I suppose I would prefer for them to follow the law (so their civic duties minimally), but I'm not sure because I don't believe it's fair. To become a citizen normally, you'd have to pass some kind of test and I believe you need to have a clear criminal history, but I don't believe this is fair because this fact isn't upheld with U.S. citizens. Many U.S. citizens have no clue about their history, the government, etc (myself included) and to deny someone the ability to become a U.S. citizen until they perfect this knowledge is preposterous to me because even we don't know this information. It's unfair to be so hypocritical. Criminal history makes sense because we need to be sure who enters the country to ensure safety, but 99% of the threats to our country come from our citizens, so I don't know how to feel about that either. In the end, I believe the requirements to be a U.S. citizen should be:

Criminal History coupled with a mental/psychological check-up (I believe this to be necessary to ensure the people coming in don't have any bad intentions for this already terrible country. However, I don't want them to seem like we're just checking on them, I want them to understand the importance of the check-up, and then if there's some underlying issue, instead of dismissing their case, I'd want them to be referred to a psychologist to help them. And when they're not as destructive, they can be invited to reapply. This fact will also remain true for already U.S. citizens. We should have a criminal history check-up and the same evaluation. If they prove to be destructive, they should lose their citizenship and have to re-apply. This is to ensure equality for all.)
Education test (I believe this is necessary to check on the knowledge of the individual. I'm not saying give them a test on the government, see what they know! I want to provide them with a test of basic knowledge (such as customs in the U.S., the language, etc.) just so they can easily integrate here. And if they're struggling, provide them with a similar service as the psychologist. A separate kind of service to teach them the basics of the U.S.)
A survey asking the people why they're coming to the U.S. (I believe this is necessary to understand the situation of the people coming into the country and to understand their intentions. For example, if they report they're fleeing their country, we could provide shelter until they complete the other requirements to become a U.S. citizen. And here, we can also understand why they want access to prevent those with ill intentions from coming in.)

All these services will be provided to all people coming into the country, and if they didn't get citizenship at the first attempt, housing/shelter will be provided to them to house them.
