He was the eldest son of John Red Kelly, and his wife Ellen Née Quinn. His father was born in Tipperary, Ireland in 1820 sentenced in 1841 to seven years for stealing two pigs. He he got to Van Diemen's Land in 1842, When his punishment was over he went to the Port Phillip District, where he married Ellen on November 1850.

Ned went to school at Avenel but stopped when his father died on 27 December 1866
In 1869 Ned was arrested for a reported assault on a China-man he held for 10 days before being released and charges dismissed.
