Because it had been done this way during the Buyyid and Abbasid periods, they delegated actual administration to powerful Persian Wazirs.

1. Seljuk Turks left the administration to the Persian wazirs as they had never run an empire. There were Abbasid caliphs who were the official rulers (figureheads), amirs who were commanders of the army, wazirs who were administrators, and sultans who had power. Sharing power was not easy. There were many struggles with authority, power, and governance because there were differing perspectives on governance by the many cultures.

2. The 'holder of power' was the sultan, who was previously known as the chief commander. The sultans forced the caliph to give them that title, and they would say that their power flowed from the religious authority of the caliph. Sultans controlled the army. The wazirs were in charge of the administration of the empire. Leaders appointed them. The caliphs were figureheads, meaning they were in a position of a leader without any actual power.
