Misty Robinson:
The after action working group is part of the recovery. So when the recovery framework was set up, they got together as a group and identified a chair (Misty). Trying to find those that should be a part of this group such as RSF, SNHD to make sure they capture exactly what has occurred.
Everyone in this group brings something to the table because they are part of the response. Everyone had some role to play in the response and has valuable information to provide.
Kristin Cooper:
They brought a good knowledge of their homeless service system and homeless system providers.

Jeff Hahn:
Jurisdictional questions. Such as, when dealing with supplies, the state came in and claimed jurisdiction of the warehouses. There was a lack of clarity when it came to jurisdiction.
A.J. Cieplenski
There are so many rules at an airport, TSA rules, FAA rules, etc. it made it difficult to deal with people trying to fly after being on cruise ships and trying to get people home.
Kristin Cooper:
She had just become a director a month prior to the emergency. She had no training on the ESFs or the MACC. She suggests that there be more trainings of what is required for the different agencies. Having to shift the mindset from congregate to noncongregate as far as homeless organization goes.
Homelessness seemed like an afterthought. No one thought of those individuals and families at first. Totally focused on the housed population. It took CCSS pushing for homeless to be prioritized.
Shani Coleman:
She started with Clark County 2-3 months prior to the emergency. Business outside of the resort corridor seemed like an afterthought. Clarity around businesses/small businesses was not there. Believes once every couple of years there needs to be some kind of training.
Benjamin Ashraf:
He came in a couple months before the emergency and did not know anything about the emergency response. He believes that having background information about the various jurisdictions or who leadership is would be helpful to those who came in after the pandemic started or right before an emergency.

Benjamin Ashraf:
One of the biggest positive external aspects was the ability to take extra courses which allowed him to get a background on the emergency function. Having the chance to take those courses gave a foundation.
Kristin Cooper:
Having the MACC was helpful because it was a central location. She was able to get needed contacts that were in the MACC quickly.
Jeff Hahn:
Filling the Gap for Steve was easier since he had a partner. The right leadership makes things better/easier.

Solome Barton:
Personnel because the pandemic has taken a lot of people from them, and it was difficult onboarding people.
Shani Coleman:
Money was an issue for a while because of the pandemic, with things shut down. It has created a situation with the economy where there is inflation in other things.
Kristin Cooper:
Needed to bring more people onboard to get funds out the door provided by the federal government.
Jeff Ohs:
This stresses the importance of a business continuity plan. The importance of getting all employees on board and trained. The civilian support was dismal. People need to be trained on the processes.
Those agencies that had Continuity of operations plans...

Jeff Hahn:
Technology was a shortfall in the early response.
Josie Ross:
Henderson definitely utilized our COOP and relied heavily on the training we'd provided our EOC position staff.

Jeff Hahn:
Having that resource stream with private entities early on was helpful.
Kristin Cooper:
Bring in decision makers early on. They needed people to be able to make decisions on the spot. They were added later on, but it was needed earlier. (Leadership within her own organization)
Josie Ross:
I'm not sure how much we can control it, but I think a more unified rumor control system would be helpful. It felt like every media channel had a different story, most of which were inaccurate. Obviously that's a systemic problem (that takes place regardless of the pandemic), but certainly related to testing and vaccinations, there were some very confusing media messages that contradicted the social media streams pushed by COH.

Kristin Cooper:
Noncongregate shelters for protection vulnerable homeless populations and the people who were not allowed to go home. They had technical assistance providers and they have been instrumental in helping them with transportation plans and shelters.
They had in place a homeless management information system (HMIS). They used that for all of their response and it has helped them with reporting to FEMA or if they need more or less of something, seeing who was where, etc.
