He rose to power and used the ideology of facism to control the country. He was someone Adolf Hitler idolized heavily as he rose to power, and took many ideas from him. Mussolini was Hitler’s role model in a way. Facism is the idea of power by force, through the military. Creating fear within the country makes them idolize the leader and “savior” that keeps them safe.
