  • is it in a conservation area? Yes, situated within the York Central Historic Core Conservation Area.
  • does the application include a design and access statement and/or heritage statement? Yes
  • Using the above documents (plus others, such as drawings), summarise the proposed changes. Demolition of a vacant 2-storey brick building, constructed as a malthouse at the end of the 19th Century, to build a Grade A 3-storey office space.
  • Then consider if theses changes sound reasonable from a conservation point of view. Is there to be any loss of historic fabric to there building? Will it impact on the wider townscape - including listed buildings nearby? Have they accidentally (or deliberately forgotten to mention anything important, such as the listing information? 
  • The existing building, whilst assessed as neutral in relation to the contribution to the conservation area, is considered a non-designated heritage asset. 
  • The existing building demonstrates the historical development of this area of York, and its lower roof line in comparison to the adjacent buildings on the Crescent assists in understanding the changes which have occurred over time, and provides visual interest and variation to the streetscape. The building's elevations, whilst altered, are architecturally aesthetic and contribute to the streetscape and sense of place. 
  • It is considered that not enough consideration has been given to the retention of the building with the addition of potential new-build accommodation within the site. The justification for demolition submitted in support of the application does not consider a wide range of uses that could be incorporated into the site.

  • Anything else that you notice. The new design is in-keeping with the existing streetscape in relation to window proportions, roof line and frontage and would be a neutral contribution to the conservation area.

The Crescent sits upon the cusp of the western edge of the York Moraine, with the terrain sloping downwards to the west and north. The site has been built on in recent times, suggesting that landscaping has occurred to construct the modern building currently onsite. Investigations undertaken at 9 The Crescent showed a sloping gradient towards the rear of the site with natural being present at 10.90m AOD to the north-west and 11.35m AOD to the east (Slater & Boast 2019) (Above Ordnance Datum).

  • At 9 The Crescent beneath the modern yard surface was a significant depth of dumped deposits dating from the 19th – 20th centuries, including redeposited natural clay; these were deposited in order to raise up the ground level in the area. During recent excavations in the western half of Trench 2, there was uncovered a 19th century brick lined well with a lead pipe heading out towards the south, this may have been used to supply water to the now disused York Brewery warehouse which lies to the south (Slater & Boast 2019).

  • The top of Roman deposits at 9 The Crescent, 25m to the south, have been found between 3.10 – 3.60m BGL (11.40 – 10.90m AOD).
  • There is the potential that deposits relating to Road 9 may be found on this site, especially as the trajectory of this road has only been sporadically encountered and its full width and alignment rarely recorded. Any Roman remains uncovered would be significant, as there is some uncertainty about the exact alignment of the road, its ditches and the associated landscape. Any deposits found would have the potential to further inform understanding of the wider Roman landscape of York.

    * No. 9 is still there, until recently a warehouse for York Brewery. But it's about to enter a new era as The Malthouse, a new Social Vision venue, supported by Ainsty Ales, award-winning local employer. Of course the numbers may have changed and the Oberhoffers may have been living in one of the houses along the Crescent. But in 1913 no 9 was the address for a wheelwright and for the John J Hunt Ltd Maltings.     -No parking considerations in busy area- although desire to encourage cycling/walking
    -Can the site cope with a development twice the size - local services, transport etc - completely alter the streetscape?
    -Roof plant unsightly from view of other buildings?
    -Imposing on adjacent club and no 10 compared to existing - scale of new site could bring reduction of light, higher noise levels, more strains on service systems.
    -Demolition may set a precedent for others on that 'streetscpae'
    -Not attempting to secure the 'future of a significant place' as in historic England principles 
    -No regard for the interior features - wood panelling
    -Follows the line of 'the cresent' but significantly changes it's appearance/scale - would a facetted and smaller scale proposal have been better?

    -Design suits existing site - shapes mimic the existing
    -Doesnt hinder views from top floor of No 11
    -Material tonality and window style not too dissimilar to existing considering modern materials and is symmetrical in layout. However, there are arched features in the existing but that is not common of modern styles or the adjacent building so perhaps it reflects more of todays style
    -State of disrepair is difficult and economically challenging
