- Coal consumption still increasing.
- robust and cheap renewable energy, i.e. biogas for households
How consensual (among the stakeholders) are these transformative narrative(s)?

- NGO and private companies are working on the transformative direction, however the government are still implementing coal with bioenergy mix

- Official agreed by government and regional authorities
- The plans are guided more by how the EU sees the future of coal regions, rather than being actively shaped by  preferences of local communities
