The Red represents the Fezzan Country. Fezzan is a region in Libya it's climate is very hot. The black in the new flag represents the Cyrenaica, also known as Pentapolis country. The region Cyrenaica has a very regular climate although the lowest they get in the winter is 20 degree. The green part of the flag represents the Tripolitania region of Libya.
