         <description><![CDATA[<ol><li><p>Students should be allowed to apply different ISCs via different agents without CoA because in Agent B's perspective, they would not want to alert Agent A. Different agents have different approaches on promoting our ISCs, and we should encourage them to explore different ISCs that might suit their students. If we insist on the new CoA policy, I'm afraid Agent B will send the student directly to our competitors in order to avoid the risk of having any conflict with Agent A.</p></li><li><p> Unconditional offer holders should be allowed to change their agents. Some students might want to change their agents for various reasons like poor service quality or lack of support from Agent A. We have been pushing for Confirmations and if Agent A fails to convert an unconditional offer holder, there is no reason for us to stop the student from finding another agent who support them better and help with the conversion.</p></li></ol>]]></description>
