         <title>Federal Mandates</title>

         <description><![CDATA[<div>Federal Mandates are rules set up by the federal governments that tell the states what they must do to comply with federal guidelines. Unfunded mandates require state and local governments to provide services or comply with regulations without the provisions of funds. These increase the power the federal government has over the state and local governments with the idea of "power of the purse" The federal government can threaten to take away a state's funding if they do not comply with a federal mandate. For example, if a state does not agree to enforce the federal drinking age (age 21), the federal government can threaten to take away the state's funds to reconstruct highways. </div>]]></description>

         <description><![CDATA[<div>Block grants have been used to increase the power of the state government relative to the federal government. Block grants were a part of the devolution revolution that Republicans hoped to accomplish in the early 1980's. Block grants are chunks of money given to states by the federal government with few or no strings attached. The states are given wide discretion on how they can use the money.</div>]]></description>
